After the American defeat, 250,000 Vietnamese fled their country, taking their entire possessions with them on flimsy vessels of fortune, attempting to escape persecution and poverty. When they arrived off the coast of Hong Kong, instead of being welcomed as political refugees, they were treated like illegal immigrants and locked up in detention camps.

This moving film exposes the deplorable conditions these abandoned souls endured, particularly the children born in the camps, who knew nothing else but life behind barbed wire. This is also the story of a return to a native village: the victims being forcefully repatriated by the Hong Kong government under orders from the Chinese.
